High level Pokemon in the beginning of Yellow version?
I was playing today and I ran into a level 16 Pidgey in the grass directly north of Pallet Town, a level 16 Caterpie and a level 16 Pidgeotto in Viridian Forest, and a level 16 Nidoran in the grass right outside of Viridian Forest. WHAT IS GOING ON?
