I want to have soft and shiny hair without straightening it, help?

I tried a permanent straightener last year in April and loved how soft and shiny and smooth it made my hair. The problem was that one day I wanted it curly and well, it wouldn't curl. I have let it grow out since then but the ends of my hair still have it one them. About 3 in. Anyway, seeing my hair naturally reminds me why I straightened it in the first place. It isn't the pretty ringlets I had as a kid. It's poofy and frizzy and just plain ugly. How to make it smooth and soft without straightening it and braking the bank?
