Why wont my Dell Inspiron 1501 laptop turn on being directly plugged to the wall (with the battery removed)?

When the battery in the laptop dies the computer itself has nowhere to store the power temporarily until the system needs it. So if the battery dies the computer will most more than likely work until the battery is replaced.
